"HOW TO" Guide
In order to base an aircraft at, or fly in and out of the Washington Flight Restricted Zone (FRZ) all pilots must successfully pass a background check. Upon successful completion of the process you will receive a PIN number that will allow you to fly to and from any of the Maryland 3 airports, including Hyde. Please be aware that this requirement applies to all aircraft and pilots not otherwise exempted-in essence, everything other than scheduled airline, police, military, lifeguard, and medivac flights.
You must come to the Washington, DC area in order to complete the process. However, everything can generally be done the same day and most of the time it only takes a few days more to receive your PIN. To take advantage of this process and get a PIN, you can easily apply through our Airport Security Coordinator. IMPORTANT: You must hold a valid FAA medical certificate at the time of your records check, and it must remain valid until your PIN is issued. If your medical certificate is about to expire, get it renewed before you proceed.
Here are the steps:
The next steps are background checks by the FAA and the United States Secret Service (USSS). The USSS background check is based on fingerprinting which is done at Reagan National Airport in Washington, D. C. For the FAA records check, you'll meet with an FAA inspector at Dulles International Airport. The order in which these two steps are done does not matter.
Go to Terminal A, which is the old main terminal where the control tower used to be. Park in Garage A (short-term parking). Walk across the breezeway to the terminal and take the elevator to the basement. When you get off the elevator you'll see a sign for ID badges; follow it to the airport security office. Take your PIN application form with you and tell them you're from Hyde Field. You must present a valid, government-issued photo ID. Also take your parking ticket with you and they'll stamp it so you don't have to pay to park. The charge for the fingerprinting is $31 payable by cash, check, MasterCard or Visa.
This step is required of all applicants, regardless of any earlier checks that might have been done for FAA clearances at other airports, military clearances, etc.
Pilot Document/Record Review is conducted by Todd Richey at the Flight Standards District Office near Dulles Airport, just off Virginia Route 28 and Walney Road.. Call 703-230-7664, extension 226 to make an appointment. Take with you your PIN application form, pilot license(s), FAA medical, and at least one (preferably two) forms of positive identification. At least one must be a government-issued photo ID. If your medical certificate is about to expire, get it renewed before you do this. It must be valid at the time of your FAA records check, and must remain valid until your PIN is issued.
To get there:
Take I-66 or the Dulles Toll Road west from the Washington beltway (I-495)
Exit at Virginia Route 28. From the toll road you want to go south on 28; from I-66 go north.
Exit at McClearen Road (McClearen only goes one direction from 28)
Turn left on Towerview Rd
Turn left on Park Center Rd.

second page but do not sign it. Fax or email both
pages to us. This is important; TSA does not process your PIN
